Bruce Mudgett was born in Jesup, Iowa, attended the University of Idaho Prepatory School, Columbia University and the University of Pennsylvania, where he earned his Ph. D. He came to the University of Minnesota in 1919 as a professor of economics in the new School of Business, and specialized in insurance.
